Emergency numbers are a vital part of a nation’s emergency response and disaster preparedness system. A prerequisite is that Emergency Calls and eCalls must go through even if there is no SIM and calls must be routed to the nearest Public Service Answering Point (PSAP). Our testing scenarios cover:

To deliver emergency help more quickly and effectively, carriers and public safety entities must automatically report the telephone number and location of emergency calls made from both wireline and wireless phones, a capability called Enhanced Emergency Numbers.

eCall is a European initiative to reduce response times for automotive accidents, and it has served as a guideline in various countries worldwide.

Standard emergency calls testing

Mobileum’s Standard Emergency Calls testing verifies the availability and performance of the emergency service on mobile or core network interfaces, over 2G, 3G or VoLTE networks. With the decommissioning of 2G and 3G networks, VoLTE roaming is being enabled at an accelerated pace.   

Our VoLTE Emergency Services Testing ensures the quality of service and experience to consumers, also for emergency services, even while traveling abroad. To test, a voice call is established to an emergency number and a pre-recorded announcement is sent to the PSAPs to indicate that it is an automated test call and not a real one.


Interactive enhanced emergency calls testing

To better assist emergency responders, emergency service platforms introduced localization capabilities in the mobile network and user devices to effectively localize the call, by using TAC, CellID, latitude or longitude, or a combination of these. In many regions, periodic testing of localization services for Emergency Calls is mandated by regulatory bodies, resulting in high operational costs for operators. 

Mobileum’s VoLTE Interactive Emergency Service testing solution helps operators increase operational efficiency by removing traveling and manpower costs associated with testing localization services in the field. Our S1 Core Network probe enables users to simply parametrize the required TAC, Cell ID, Latitude, and Longitude. The test emulates the configured position to the network and Emergency Platform and establishes a direct voice channel to the PSAP, confirming the location was transmitted correctly.

eCall testing

The eCall system enables the vehicle to make a cellular emergency call to the emergency services and automatically transmit essential data, including its location. After that, an emergency services operator can speak directly with the vehicle's occupants.

Our eCall testing verifies the availability of the eCall service and the correct routing in the mobile network. Our solution offers eCall testing via a dedicated eCall-capable wireless module. This module can simulate an In-Vehicle System (IVS) and test:
  • eCall routing in the mobile network, towards a test number and an emergency number
  • Transmission of the Minimum Set of Data (MSD) in PUSH mode
  • Establishment of the voice call, by recording incoming audio from the PSAP


Public Warning Systems Testing

Public Warning Systems (PWS) are based on Cell Broadcast Service (CBS), a 3GPP standardized solution that allows the broadcast of general messages to devices within a certain region and used for emergency alerts and public warning messages. In many countries, the services are typically controlled by telecommunications regulators, e.g., FCC and CE. The correct transmission of the CBS messages and their validation based on specific words or partial strings are essential for the efficacy of public warning systems.
